भाजपा सरकार में कृषि विभाग की योजनाओं में हुए घोटाले की जांच की मांग

कृषि मंत्री रविंद्र चौबे ने गंभीरता से संज्ञान लेते जांच कराने की बात कही है

रायपुर : छत्तीसगढ़ प्रदेश कांग्रेस कमेटी के मीडिया विभाग के पेनेलिस्ट एवं प्रदेश सचिव विकास तिवारी में आज कृषि मंत्री रविंद्र चौबे से मुलाकात कर पूर्ववर्ती रमन सरकार के समय कृषि विभाग में हुए भ्रष्टाचार एवं धांधलियो की लिखित शिकायत कर जांच की मांग एवं दोषियों को बेनकाब कर कड़ी से कड़ी सजा दिलवाने की मांग की है. कांग्रेस ने दस्तावेज के माध्यम से बताया है कि रमन सरकार के कृषि विभाग के द्वारा आर.के.बी.वाय. योजना में हाइब्रिड मक्का बीज मिनी किट जो कि वर्ष 2018 में इसके लिए खरीदी की गई थी उसमें जमकर धांधली हुई है. जिसके कारण सरकारी खजाने को करोड़ो-अरबो रुपयों का चूना लगाने का काम रमन सरकार के कृषि विभाग द्वारा किया गया था. हाइब्रिड मक्का बीज की वैरायटी NMH-803 को छत्तीसगढ़ राज्य बीज निगम के माध्यम से 176 रू. प्रति किलोग्राम की दर से कृषि विभाग द्वारा खरीदा गया जबकि राष्ट्रीय बीज निगम में मध्य प्रदेश एवं छत्तीसगढ़ में यही वैरायटी 142.50 रू. प्रति किलोग्राम की दर से उपलब्ध था. कंपनी मेसर्स नूजीवीडु सीड्स द्वारा बीज निगम को सबसे महंगे दरो पर बीज बेचकर प्राइज फॉल क्लॉज का भी उलंघन किया गया है जबकि किसी भी कंपनी के साथ बीज निगम रेट कॉन्ट्रैक्ट इसी आधार पर करता है कि बीज निगम की दर से कम दर पर कंपनी किसी भी संस्था को बीज नहीं बेचेगी इस बाबत कंपनी से शपथ पत्र रेट कॉन्ट्रैक्ट के पूर्व ही ले लिया जाता है बावजूद सभी नियम शर्तों को ताक में रखकर भाजपा सरकार द्वारा महंगी दर पर हाइब्रिड मक्का के बीज की खरीदी की गई जिससे की सरकारी कोष को चूना लगाने का काम किया गया. इसी प्रकार तत्कालीन रमन सरकार के समय कृषि विभाग के द्वारा वित्तीय वर्ष 2018-19 में वर्मी कंपोस्ट बेड की क्रय प्रक्रिया में भी जमकर धांधली की गई कृषि विभाग द्वारा राष्ट्रीय कृषि योजना के अंतर्गत HDPE वर्मी कंपोस्ट बेड आरसीसी वर्मी टांका यूनिट स्थापना हेतु खरीदी कर प्रदेश के जिलों द्वारा जारी किए गए क्रिया देशों द्वारा जिला स्तर पर की गई थी. जिनमें कृषि विभाग एवं कंपनी के बिचौलियों द्वारा बीज निगम के माध्यम से जमकर भ्रष्टाचार किया गया था. जिलों के द्वारा खरीदी एक ही कंपनी से की गई थी जो इस ओर विशेष इशारा करता है कि कंपनी को फायदा पहुंचाने के लिए समस्त नियमों का अनदेखा करते हुए खरीदी की गई है, जबकि प्रदेश में कई कंपनियां बीज निगम के माध्यम से कार्य कर रही है. तत्कालीन समय इनमें से किसी को भी जिलों में कार्य नहीं करने दिया गया योजना के वित्तीय एवं भौतिक लक्ष्य जारी होने की दिनांक 14 सितंबर 2018 के तुरंत बाद ही हड़बड़ी में बिना नियम प्रक्रिया पूरी किए दबाव में सभी जिलों द्वारा आदेश जारी कर दिया गया एवं के उपरांत ब्लॉक स्तर पर भंडारण किया गया जो कि आज दिनांक तक बिना उपयोग के ब्लॉक में ही क्षतिग्रस्त अवस्था में पड़ा हुआ है. कांग्रेस ने बताया कि पत्र लिखकर कृषिमंत्री रविंद्र चौबे मांग की है कि शासन को वित्तीय नुकसान पहुँचकर निजी कंपनियों को फायदा पहुँचाया उक्त बीज वैरायटी की जांच कर भुगतान प्रक्रिया पर रोक लगाकर तत्काल कंपनी को ब्लैक लिस्ट कर दोषियों पर दंडात्मक कार्रवाई की जाए एवं जिला कलेक्टरों की निगरानी में लाभार्थी किसान एवं HDPE वर्मी बेड की क्रय एवं वितरण का भौतिक सत्यापन भी करवाया जाना चाहिए एवं तुरंत प्रभाव से अनुदान भुगतान पर रोक लगाया जाना चाहिए. जिससे कि जनहित में सरकारी राशि का उपयोग सही है यह सुनिश्चित किया जाए एवं दोषियों पर कड़ी से कड़ी दंडात्मक कार्यवाही भी होनी चाहिए. इन मांगों पर प्रदेश के कृषि मंत्री रविंद्र चौबे ने गंभीरता से संज्ञान लेते जांच कराने की बात कही है.
