‘गरीबी पर वार, हर साल 72 हजार’: कांग्रेस के चुनावी घोषणापत्र की 10 खास बातें

नईदिल्ली : कांग्रेस पार्टी ने आज यानी मंगलवार को अपना चुनावी घोषणापत्र जारी कर दिया है. दिल्ली में कांग्रेस मुख्यालय में पार्टी अध्यक्ष राहुल गांधी, यूपीए की चेयरपर्सन सोनिया गांधी और पूर्व प्रधानमंत्री डॉ. मनमोहन सिंह ने मेनीफेस्टो को जारी किया. कांग्रेस के इस घोषणापत्र को ‘जन घोषणापत्र’ का नाम दिया गया है.

कांग्रेस के चुनावी घोषणापत्र की 10 प्रमुख बाते 

1. वर्ष 2030 तक गरीबी का नामोनिशान मिटाने के लिए कांग्रेस न्यूनतम आय योजना की शुरुआत करेगी. भारत की 20 प्रतिशत सबसे गरीब आबादी को हर साल 72 हजार रुपए दिए जाएंगे. कांग्रेस का लक्ष्य होगा कि कोई भी ‘भारतीय परिवार इससे पीछे न छूट जाए’. कांग्रेस ने इस स्कीम के लिए ‘गरीबी पर वार, हर साल 72 हजार’ का नारा दिया है.

2. लगभग 22 लाख खाली पड़े केंद्र और राज्य सरकार की नौकरियों को भरने का वादा किया गया है. कांग्रेस 10 लाख लोगों को ग्राम पंचायतों में रोजगार देगी. युवाओं को तीन साल तक कारोबार करने के लिए किसी से भी इजाजत लेने की जरूरत नहीं है. कांग्रेस पार्टी इसके लिए व्यवस्था करेगी.

3. हम सिर्फ कर्ज माफी करके ही अपने जिम्मेदारी से पल्ला नहीं झाड़ेंगे, बल्कि उचित मूल्य, कृषि में कम लागत, बैंकों से ऋण सुविधा के द्वारा हम किसानों को ‘कर्ज मुक्ति’ यानी Freedom From Indebtedness की तरफ ले जाने का वायदा करते हैं. कृषि क्षेत्र को विशेष महत्व देते हुए हम अलग से किसान बजट पेश करेंगे.  किसानों का कर्ज न चुका पाना अपराध के दायरे से बाहर होगा.

4. मनरेगा के तहत कार्यदिवस को मौजूदा 100 दिन से बढ़ाकर 150 दिन करने का ऐलान किया गया है

5. जीएसटी 2.0 युग सभी वस्तुओं और सेवाओं पर एक समान, सीमित और आदर्श मापदंड के अनुसार होगा. जीएसटी 2.0 नए व्यवसाय और रोजगार पैदा करते हुए विकास गति को बढ़ाएगा.

6. जीडीपी का छह प्रतिशत हिस्सा शिक्षा पर खर्च किया जाएगा. गरीबों की यूनिवर्सिटी, आईआईटी, आईआईएम समेत अन्य टॉप शिक्षण संस्थानों तक पहुंच ले जाने का वादा.

7. कांग्रेस पार्टी सत्ताधारी दल के पक्ष में बनाए गए संदिग्ध और अपारदर्शी चुनाव निर्वाचक बॉड स्कीम को बंद करेगी और राष्ट्रीय चुनाव कोष स्थापित करने का वायदा करती है

8. सत्ता में आने के बाद पहले ही दिन कांग्रेस पार्टी फ्रांस के साथ किए गए राफेल डील पर जांच बैठाएगी.

9. एनडीए शासनकाल में रक्षा खर्च में आई गिरावट की प्रवृत्ति को कांग्रेस पलटेगी और सशस्त्र बलों की सभी जरूरतों को पूरा करने के लिए इसमें बढ़ोतरी करेगी. हम पारदर्शी तरीके से सशस्त्र बलों के सभी आधुनिकीकरण कार्यक्रमों में तेजी लाएंगे. सशस्त्र बलों के लिए वन रैंक, वन पेंशन (OROP) की विसंगतियों को दूर किया जाएगा. हम अपने अर्धसैनिक बलों और उनके परिवारों के लिए सामाजिक सुरक्षा, शिक्षा और स्वास्थ्य सुविधाओं में व्यापक सुधार करेंगे.

10. कांग्रेस शहीदों के परिवारों को मुआवजे की नीति तैयार करने और उसे लागू करने का वचन देती है. इस नई नीति में पूर्ण वेतन और भत्ते शामिल होंगे. बच्चों की शिक्षा के लिए धन और शहीद परिवार के सदस्य को सरकारी नौकरी और उपयुक्त मौद्रिक मुआवजा शामिल होगा.
